As part of NIA, DOE will assess the impact on consumers, including the cost savings throughout the lifecycle and simple payback period (PBP). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").

The impact on manufacturers will be evaluated as well and DOE will employ an updated version of its Industry Cash Flow model, which has been adapted to this particular product type to calculate the manufacturing NPV. Additionally, DOE will consider the potential impacts on small business manufacturers and other subgroups of manufacturers to determine if they could be disproportionately affected by these proposals.

In addition, DOE will consider whether the tests for microwave ovens must be updated to include active mode energy usage and an active mode energy use measurement. Currently, test procedures only cover standby mode power consumption.
